News: Victims of Nature - or Over-development?

Something happened during the week that led to a chain of events that got in the news today. The people staying in a city (Shah Alam) nearby Kuala Lumpur had massive rain that led to flooding during the wee hours of the morning. Since everybody was asleep, chaos ensued due to the rising water. Apparently, the river nearby could not cope with the volume of water, and there was nowhere to flow to the sea since the tide is on the rising cycle. The heavy rain lasted for about 5 hours - and water went up to about 1 metre (roughly 3 ft high) and in some areas, up to the roof. You could practically see cars fully submerged in muddy water (the mechanic and tow trucks had a field day). Then the water receded, but the residents' temper did not.

Today, the news reported that the residents affected by the excessive flood had banded together and started a picket in front of the Local Council's office. Apparently, they were p***ed at the fact that flooding had happened every year (though not to this extent) at this area but nothing was done by the Local Council. Only now there is talk about plans to alleviate this problem. As of this posting, they are still on strike, and afterwards there will be a press conference, as they attempt to hold a meeting with the council's director.

What's intriguing is that flooding in the area has gone on for an incredible 10 years (maybe more), but the Local Council did nothing? Then what's their purpose? To oversee the development of the area come to the point that has now become destructive and counter-productive to the city? I guess only the local council director can answer that.
